Abstract—Considerable funds are spent throughout the world on the elimination of catastrophic consequences
of technological and natural processes. The timely prevention of emergency situations (ES), i.e., the control of
technological and natural processes causing ES, seems to be more efficient. The knowledge of the causes of
emergencies makes it possible to substantiate the key decisions for stabilization of these processes. Such a sys-
tem for control of the technological and natural processes causing ES can ensure the safety of supervised facil-
ities.
